Identifying and Placing Non-Public School Children

Students can be referred to the Exceptional Children's Department of Hertford County Public School for possible identification and replacement, even if they do not attend HCPS.
Parents, doctors, and members of the childcare programs may refer children as young as age three if they suspect the child has a disability and lives in Hertford County. If the referral is accepted, our IEP team will evaluate the child for one of the 14 areas of disability as identified by IDEA. From the date the written referral is received to the determination and, if appropriate, the start of the Individual Education Plan (IEP) will not exceed 90 days.
HCPS will support IEPs for privately placed students (charter and private schools and homeschooled students) through our Speech-Language program. Students will be given the opportunity to enroll in HCPS to receive the full range of his/her disabilities.
