JROTC

The Army Junior Reserve Officer Training Corps (JROTC) is a program offered to high schools that teaches students character education, student achievement, wellness, leadership, and diversity. It is a cooperative effort between the Army and the high schools to produce successful students and citizens, while fostering in each school a more constructive and disciplined learning environment. The outcomes of the JROTC program are:

  • Act with integrity and personal accountability as they lead others to succeed in a diverse and global workforce
  • Engage civic and social concerns in the community, government, and society
  • Graduate prepared to excel in post-secondary options and career pathways
  • Make decisions that promote positive social, emotional, and physical health
  • Value the role of the military and other service organizations

With the school’s support, the JROTC program achieves these outcomes by using a world-class 21st Century, technology driven, student centered curriculum. The curriculum consists of education in citizenship, leadership, social and communication skills, physical fitness and wellness, geography, and civics.

The curriculum is facilitated and taught by retired Army personnel. Qualified retired Army personnel are employed by the schools to teach the JROTC curriculum. JROTC teacher qualifications are based on military experience, maturity, stability, and leadership acquired over 20 years of service to our nation. To safeguard the viability of the JROTC program, the Department of Defense (DoD) and the Department of Education endorse the proposition that states recognize that JROTC instructors are certified to teach JROTC and the array of subject areas embedded (e.g., Physical Education, Health/Wellness, Civics, etc.).

My teaching experience at Hertford County HS, as the JROTC Senior Army Instructor (SAI) began in August 1993.  With a shore break in 2006 I relocated to teach JROTC at Miramar HS in Miramar, Florida for one year.  Followed by a two year tour of duty at Elizabeth City State University, as the Assistant Professor of Military Science (APMS) before returning to HCHS. My teaching experience has been most enjoyable as I have strived to teach young adults the importance of education, positive goals, a dedicated disciplined attitude, and to give each task their 100% effort.

First Sergeant Gregory Thomas

First Sergeant Gregory G Thomas Jr is a native of Richmond, Virginia. The 1991 Armstrong High graduate enlisted in the U.S. Army in June 1997 as Infantryman. He attended basic and OSUT training at Ft Benning, Ga. 1SG Thomas reclassified to a career recruiter in June 2006. A few of his early assignments include Bravo Company 1/30 INF FT. Benning, GA, Charlie Company 5/20 FT Lewis, WA and Basic Officer Leader Course Instructor Ft Benning, GA.


1SG Thomas came to Recruiting command in April 2005 as a detailed recruiter in the Atlanta Recruiting
Battalion. He was Atlanta Battalion’s Top Army Recruiter for Fiscal Year (FY) 2006, Top Station Commander for
Atlanta Battalion for Fiscal Year (FY) 2007, and Chaplain Recruiting Branch’s Top Station Commander for Fiscal
Year (FY) 2011, 2012 and 2013.

In 2007, he was assigned as station commander of the Lagrange Recruiting Station.
In 2008 he was assigned to Douglasville Recruiting Station and Chaplain Recruiting Branch (Los Angeles) in 2009.
1SG Thomas is a graduate of the Recruiting Company Commander First Sergeant Course, Senior Leader’s
Course, Advanced Leader’s Course and the Basic Leader’s Course. He is a graduate of the Army’s Basic Recruiter
Course, Station Commander’s Course, and Guidance Counselor Operations Course. He has a Bachelor’s degree in
Leadership from Trident International College. He also has two Master’s Degrees. One in Homeland Security with a
Concentration in Organizational Leadership and Master’s in Education from Trident International College. He will
pursue his Doctorial in Education starting in January. 1SG Thomas has 4 children and is married to Richmond native Mrs. Joy Nicole Thomas.They have a 5-year-old daughter together Kaitlyn Marie-Mae Thomas.
